A Budget For Jobs?

Today’s budget is expected to be a ‘budget for jobs’. Amongst the measures likely to be announced are a job creation scheme for youth, support for the car industry through a scrappage scheme and grants for employers in certain sectors, particularly social care, hospitality and local authorities, to employ eligible job seekers. All welcome stuff, but is it enough?

The youth job creation scheme will, according to the Financial Times, take 250,000 young people off the dole, giving funding to local authorities to provide low-skilled work filling potholes, lagging lofts and clearing derelict land. Good. But is it just low skilled young people who are struggling to find work? Job creation schemes involving manual work are relatively easy to set up. But there is a need for similar schemes aimed at young people who aspire to white collar roles. What is the purpose of state funding for A-levels and higher education if there are no jobs at the end?

The other area that urgently needs addressing, which I have called for before as it is so apparent from our work at Career Energy, is support to help young people to choose the right career, rather than just any career. Career Development Loans should be available to those who wish to invest in planning their careers At present they are only available to fund training programmes. But where is the logic in enrolling on a training programme if you have no idea what career path to train for?

With unemployment figures expected to rise by another 100,000 today and thousands of civil service jobs expected to be cut, the measures likely to be announced in the budget are of course welcome. But they lack vision. It is probably another case of too little too late.
